      Can we use this tool to create recurring tasks in sprints. for example, if I have to create a Code review task in every sprint, is there a way to automate that?

      No, I'm afraid this tool won't help with that. The purpose of this tool is to help automate certain tasks across many Team Projects, whereas in your case it will be automating a repetitive task within one Team Project. There might be other tools that support your need, or you can certainly build something with the Team Foundation Server API (which should be fairly easy actually).
